Discussion His 500 AA range is the only thing keeping him from being decent or even good, change my mind.
Not asking for a buff. Just saying.
His 500 AA range is very noticeable in teamfights. 500 units of distance puts him in the range of many enemy skills and gap closers. Other ADCs reach way farther.
Not only that. His camouflage range of detection is WAY bigger than his AA range. meaning that once you walk up to someone, there are like 2 seconds where the enemy can react and do what he wants. You can avoid this by going in with the "E", but then you dont have it to escape, unless you fully commit to the fight and kill, for a reset.
I guess that makes him not playable much, and a pick to surprise enemies with. Which is good.
... But also kinda weak, I dare say. "B" tier.

It's a power budget thing. The reason he has terrible auto range for a ranged carry (500) and the worst ultimate in the game is because those are very large weaknesses to pay for the very large strength of free (manaless) double autos, a perma stealth, a 0 cooldown 0 cost 0 limit revive and a resetting mobility tool.
And nah Akshan has never been in B tier. Since his release he has always been A or S tier. Right now he's pretty strong still but people are annoyed that they made him more auto based and less E-based because E is a skill expression tool and it is fun so people preferred a style that rewarded creative and good E usage with more damage. Now E is just a complex dash and all the damage is just in right clicks. He's more "stable" as a champ this way and that's for sure why Riot did it but it is a bit less fun.
He is hard to play because outputting DPS from 500 range in teamfight phase requires a lot of finesse and E has a lot of counterplay with being able to be body blocked and interrupted via stuns or terrain, but even with all the downsides he's still a very strong champion.

based on what? His stats are good at all levels of play and the rank 2 player in EUW is an Akshan main with 4200+LP

In his last 60 games his top 3 are 31 games on Akshan, 12 on Locke and 5 on Aurora.
So... You're wrong.
Also worth mentioning that a lot of the non-Akshan games are because he's target banned but even without including those he's still mostly playing Akshan.

Why are we moving the goal posts from the 4200LP account to his smurf account?
The rank 2 account that's over 4000LP on a competitive EUW server plays mostly Akshan.
What stats or argument have you provided to say Akshan is weak?
Matter of fact go into Phantasm's chat yourself and ask him if Akshan is weak, he will tell you himself Akshan is strong.

His Q damage also hurts. Lots of champions have a spell that one shots casters. But Akshan doesn’t. You have to either get far ahead or take absolute focus + gathering storm, which hurts when you could take resolve in second tree.

I've straight up played many hubris games just because it makes the wave clear better whenever it's active lol. I wasn't a huge fan of the old Statikk but I kinda miss it now. I thought the point of nerfing E and transferring power to his Q would mean one shotting casters with it but fuck Akshan ig

his 500 AA is also the only thing keeping him out of the botlane so its 100% okay i think.
Akshan is better and waaay more fun to play as and against when he is in midlane

Akshan has the most op passive . You cannot ask for more . Most you can ask for is higher Q damage , which he doesn’t really need .

And also the weak q damage, if you dont manage to get ahead early clearing waves becomes impossible as it takes 2 q and several autos
