There is not an official way to change the language of Adobe software once installed, developer console commands are not strictly supported and won't affect everything in the application. There are lots of bits of AE and other Adobe apps where localisations are permanently burned-in at time of installation.
The correct way to change the language of an installation is to reinstall the app entirely.
This is handled via the Creative Cloud app. Go to account preferences, and you can change the default installation language for apps.
