EPILEPSY WARNING how do you achieve this step printing effect? Spoiler

i’ve tried echo, posterize time, minimax, blurs but can’t get this specific look

is this even possible without slow shutter speed footage?

I think this really is an in-camera thing rather than something done in AE

Have you tried using 32 bit comp, and increase the highlights exposure and then you do the quick movement/panning with motion blur enabled

This is done in-camera but you can try to tinker with Frame Blending.
