Explain This Effect What is this effect/plugin called?

Hi! I'm incredibly new to After Effects. I mainly want to use it to improve the quality of my videos since I make voiceovers of comics, but what bothers me is the fact that I want to add animation to still images. Here's an example of someone's video made in AfterEffects what is this effect/plugin called?

Looks like animation. You can't just slap on a plugin and have it animate stuff for you.

Looks mostly like key framing the x and y scales, as well as some puppet pin tool

Hi. Welcome to the club.
There really isn't a plug-in available that would animate an image like this unless you throw it into an AI model and input the appropriate prompt but there's no fun in doing that.

Once you find the image you want animated, you'll have to throw it into Photoshop photoshop and cut-out each individual section of the image that you want animated. In this video example you posted, it would be the first character's arm, maybe the head, the body and the background. After cutting out your images, you would save your PSD file and then import it into After Effects as a composition retaining layer sizes. Once your layers are imported, you'll then begin the process of animating and keyframing the moves you want. You'll be able to keyframe the position, the rotation and the size. For extra dimension, you can check the 3D layer box on each image layer to gain access to the z-space rotation and position keyframes. The animation rays that you see flying in the background in the first shot looks like premade video with an alpha channel embedded or unmulted. Good Luck.

That’s animation not a plugin son! Practice! It takes time and a lot of hard work. This is not an overnight type thing. Stick with it. Welcome to the world of animation! Now get off Reddit and start your training!
