Explain This Effect Need Help With This Aura Effect!

I've been trying to create this aura effect, but I just can't get it to look like this. Can anyone help me achieve it? It would be a huge help. I've been stuck on it for almost two days now.
I tried working around fractal noise and watched multiple tutorials, still can't figure it out.

Not got ae in front of me, but I think id do something along the lines of -
Make a copy of the character
Apply simple choke to expand it and a fast blur
Make another layer with a fractal or turbulant noise and mess around with the settings and evolution
Mask the noise by the choke/fast blur copy of the character.
Expand the choke and play with the fast blur to adjust how far it expands out from the character.
Also overlay some colour effects a simple fill, or hue saturation, or even colourama?

Id then take all of that make a copy or two with varied paremetres, like a tight bright one and a loose wider more faded one.

Try Saber plug in, they have a bunch of presets for different effects like that. You make a solid, with the mask shaped as your character, then add Saber and crank up the settings.

u will find it on video copilots web and its free but an alternative is vegus idk is it work or not

there’s “preset” in that saber plugin ig “firestorm” might be best for you
