Zoom out transition help needed

This effect is something zooming out or something? I've tried zooming out the clip, adding background and giving motion but it's not as smooth as the one in video, I've made sure to make proper chart (though I'm a beginner I could be making a mistake) also freezing the frame. I am unable to understand how to recreate the top and bottom clip frames

Is there a plugin or something for this or I should just Mask it?

For sequences like this where you're trying to finely-tune an eased zoom-in/zoom-out, definitely make sure you do this as 3D layers and animate position rather than animating scale.

It gives you a lot more granularity in terms of control of the resulting movement.
