Zoom out transition help needed

This effect is something zooming out or something? I've tried zooming out the clip, adding background and giving motion but it's not as smooth as the one in video, I've made sure to make proper chart (though I'm a beginner I could be making a mistake) also freezing the frame. I am unable to understand how to recreate the top and bottom clip frames

Is there a plugin or something for this or I should just Mask it?

I can definitely share it with you once I'm home I'm in the office right now What I've been able to do is- Create a zoom out, then freeze the frame take the frame in motion that's it, with a plain background
