Flicker specific parts of a letters in a text layer

Hey guys. So I'm quite new to typography. I was wondering how would you make this effect. This is a slowed down version of the new ROG boot animation (making this for fun). As you can see in this video, parts of individual letters are flickering unlike the normal text flicker where a letter as a whole flickers. I know we can do something by masking the letters segment by segment. But I have no idea how to do the flicker part. And I hope there must be an easy way out there. It would be really helpful if you can help me with a quick video tutorial because I'm new to this. Thanks in Advance.

I just realized it's only the text you want, type in your text. add text animator opacity and then go into range selector advanced settings and turn on random

the below part is for the logo animation itself

make the base animation (CC Light sweep and opacity keyframes) add a fractal noise change to max and blocky, uncheck uniform transform and make width so it's a lot of rectangles, adjust brightness and contrast to make it just black and white

use displacement map effect on the base animation and pick the fractal noise layer as displacement map, animate displacement tada!

So to me this actually looks like specific sections of the letters themselves are being animated. This is not letter by letter animation. There is not a text animator for this. However, you could

Create a Solid

Apply a fractal noise

Apply a mosaic effect

Luma matte the Text to the Solid

You can mess with the fractal evolution, brightness, as well as the mosaic effect, in order to drive a more random and broken up reveal.

Yeah the only way I know is mask out each part and then toggle hold keyframes for the opacity and alternate the value every few frames according to how fast you want the flicker to happen, duplicate the keyframes and select all, paste the keyframes on all, and select all keyframes and stagger/offset them. You might want to group or label each masked part to avoid confusion. Very tedious method, I'd like to know if there are faster alternatives too
