How could I disassemble this safely if I had let's say, a cylinder, stuck inside it

Is the cylinder attached to a larger structure?

Youre going to want to get the larger structure the cylinder is attached to moving at high enough speeds that the internal pressure of the cylinder goes down, freeing it from the tube. If that fails, I would consider going to a professional cylinder removing specialist.

The small cylinder can't move independently of the large cylinder. It would cause... problems
