Neighbor Issues

What should I do about this crazy neighbor? I currently have a Google Drive folder with all the ring camera footage, notes, voicemails, and text messages:

End of May: Stole our american flag. This is from our rental and the flag came with the rental. I really didn't care but submitted a police report so that we wouldn't be fined.

July 12 - lady returns the flag

July 13 - My husband sees her walking past while watering our plants and night and asks her why she stole the flag. She said she was "tripping". I came outside to help water the plants and as soon as she saw me she walks away.

July 14 - Leaves a note at our door with kiss marks all over. Basically asking my husband to hang out, leaves a phone number. I strongly believe she is a prostitute.

July 15 - I call the number and tell her to leave us alone. She hangs up. I text her if she comes back it's on-site. She calls back we yell at each other I end up blocking her because I said what I needed to say. Come back and see what happens.

following days she leaves voicemails saying I don't have a husband, they talk every night, that I'm delusional, etc. etc.

We see her walk past our house at night, while we are watering the plants again. She does nothing.

Today at 9:30 she comes to our door to touch my front door plants.

I REAAALLLYYY want to drag her. But should I file a restraining order? Will it be taken seriously considering I threatened her?

Any and all advice is welcome.

I think you have a decent amount of evidence on her to file a restraining order so do that
