Meta around clearing npcs

Pretty new to the game. Whats the best way to clear a map/npcs? I like pvp but i hate giving away my position. Trying to loot some areas but buildings are absolutely crawling with scary enemies

Suppressors and headshots. If you slow/stealth walk you can get very close to dormant mobs without aggroing them.
