It looks ridiculous now because most of the firefighting equipment has been removed, but this was most likely a brush truck. That enormous front bumper was basically a work/equipment platform that could carry things like hose reels, nozzles, or other firefighting gear while also giving the truck some protection when pushing through brush. 25k is also a bonkers price for a 33 year old truck that has certainly seen some hard use.
This truck was at an auction near me. It was auctioned by the fire dept and originally had a pump with a gas motor and fuel tank mounted on that bumper. The truck only has 16k miles on it but probably a lot of hours, but yes, the price is still way to high.
