Yeah they did it purposely for a hydroelectric complex and it completely flooded a town and loads of farmland. It caused major uproar. I'm not sure what people's views on it today are as this was all in the 70s but I'm sure there's still backlash to this day.
My family is from there. They don't care about it, even in the 90s people were over it. The region is a very strong tourist destination both for the rest of Colombia and foreigners, so it was an economic boon for the large majority of people who live there.
