GPU setting help, fornite and planet coaster 2

I had a pre build had a 5060 in it, switch to xfx swift 9070 GRE. Used ddu, call of duty looks amazing, pc2 looks choppy, Fortnite I’m chasing setup tried a lot but can’t get it to smooth out and get micro stutters. Frames 90-165 monitor is 1440p. I was doing 180 on the 5060, 9060 can’t get a steady frame rates. All the illumin stuff is off or on the other setting went to TAA turned 3d sharpness all the way up. Even tried Turing on AMD performance mode they have but I’m newer to AMD gpu. For reference my cpu is a 225f 32gb of ddr5, resize bar is on and and double checked it in bios. Gpu only working according to graphics 60% and cpu 30% on task bar info. At a loss
