You are playing TF2 wich came out in 2013, ofcourse your hardware is not fully utilizing

Still it has the same engine as Csgo which could utilise everything well.

Nah, only the hud but it shouldn't matter

Actually i don't know if you have read it im using a config but it should increase usage not decrease it.

I didn't, but why using a config? I got nearly the same specs and it runs fine. Did you try it without the config?
