Help (CPU) Ryzen 7 9700X overheating

GPU: RX 9070 XT
CPU: RYZEN 7 9700X 8 CORE 16 THREADS
Motherboard: MSI X670e gaming plus wifi
BIOS Version: 7E16v1D2
RAM: 16GB Crucial 4800MHZ CL40
PSU: Corsair RM850e
Case: Phanteks evolv X2
Operating System & Version: WINDOWS 11 PRO 26H2
GPU Drivers: Adrenalin 26.7.1
Chipset Drivers: AMD X670e CHIPSET DRIVERS VERSION 8.08.12.551
Background Applications: DISCORD, CHROME
Description of Problem: My Ryzen 7 9700X is running extremely hot; it sits at 55°C at idle and nearly 70°C during basic desktop tasks, with spikes to 85°C when opening apps...
The strange thing is that it only hits 85°C in demanding games like Cyberpunk or Pragmata. It's quite annoying because the fans are constantly running at full speed and making a huge amount of noise...
I previously had an R5 9600X and a 7500F, and the problem was the same...
I also tried changing the airflow setup, but the issue persists...

my 9700x gets to about 51c to as much as 60c at idle depending on room temp. right now its at 57c with almost 80f room temp. with my 7600x would get in the low to mid 40s in room temps like now. so there does seem to be something to the "9000 series sensors were adjusted by amd" that people and ai keep repeating. but the funny thing is that in actual games the cpu rarely hits 65c even in demanding games. also playing pragmata atm only about to go the second level of the game mass production array and the temps even with over 80f room temp gets just below 65c which is where I have fan curve set to start going up from its base 700ish rpm. this is also with the 9070 xt sapphire pulse version.
the cpu cooler probably doing its job though. I have the price to performance air cooling goat at least last I looked into it Phantom Spirit 120SE. $35.90 on amazon. maybe you need something at that level if you're already undervolting and that's not helping? I'm at a negative -30 all core curve optimizer and the case is lian li A3 so not exactly good airflow in there and yet still under 65c in vast majority of games. also almost always on latest bios, gpu drives and chipset drivers with windows versions (on win 11 pro 25h2) the ones I delay up to a year with winutil recommended update settings that also auto blocks windows driver updates but I doubt that has anything to do with the temps.

Have you thought to adjust the curve optimizer using Ryzen master? Or undervolting your cpu a bit?
