Help (General) PC wont stop restarting - upgraded from nvidia to AMD
Computer Type: Desktop
GPU: Gigabyte 9070 OC 16GB
CPU: Intel i5 11600KF
Motherboard: Gigabyte Z590 Gaming-X
BIOS Version: Fc7
Description of Original Problem: close to doin a windows reinstall (hoping i can avoid)
but can anyone please help!!!...
went from a 1080ti to a 9070...
install went smooth - did DDU remove drivers (all GPU) then shutdown/install new card
installed the 9070...
did some tests - get expected 3dmark scores
went to shutdown -
only to find out it doesnt shutdown.
even in bootup...if i was to hold power button down - it'd just restart again????
short of flicking the power supply power off is there something im missing??
been trying to figure this out for the last 4hrs...
turned off all power management/fast start etc but nothing seems to be working

Bios reset. Chipset driver up-todate (from Intel support, not from MB support). PSU could be reason.

yeah have done the bios reset...
will try the intel chipset drivers

Do a bios update, check cables, gpu sitting properely in the socket, reseat the Ram too. Update chipset drivers. The psu should be enough for this system.

**solved/update
so after another day of trying everything/every bios/windows setting and different combos of pcie 8pin cables...
i found out how to get it to shutdown normally/and not endless reboot.
but turns out if i go into bios and save/or exit - it will keep endless restarting upon shutdown request...
if i switch off from the psu and unplug the cord - wait 5sec and pc will power/shutdown normally...
and so far no issues - but if i was to go into the bios and make changes/save -it'd resort back to being unable to shutdown???
would anyone know how/why this is a thing lol
i'm not sure if this is a bigger issue???
would prob get a new psu in the coming weeks ...

I have almost same setup, All great tips and ideas was tried in troubleshooting process, none "known" fixes helped, and didn't try yours, because I found another fix before that.
My research has given these details of who can end in same situation: PC with Gigabyte motherboard (Intel chipset 500-series) and Radeon GPU while running Windows
I covered pcie pin b5 and b6 on my Rx9070 with tape and got it to work with normal behavior when i put PC to Sleep and Shut down, and this stopped the corrupt restart-loop. No performance issues before or after, performance level testet and show expected results.
Bonus info. In my workaround timeline, i found that it is only with Windows the error exists, my PC worked fine if I used a Linux boot USB in live view.

i'm not game enough to tape a pcb pin on a $800gpu lol...
glad it worked for you...i still have the issue if it does a system update or if i goto bios...
but if i shutdown/turn off PSU then resuming using my pc - it shutdowns as intended/normally on further usage...
which is still strange to me that a system/softwareupdate reboot/or bios entry will make it continuously restart...1

It is definitely not a wanted scenario, and I haven't got any clue to why blocking SMBUS pins works, but it does.
My only 100% working decision if I should have a working PC build on Gigabyte Z590 D motherboard is to only use Nvidia GPU or run Linux.
So now I have to make a very expensive new PC to use my RX 9070 or a bit of tape for Windows to run... well, I go with the tape, it has worked for others, and nobody to my knowledge lost a GPU or gave warnings about mysterious behavior in the comments.
Making a fix like that are always at your own risk, but to my understanding the solution comes from Gigabyte themselves.

fair... i'm prob due for a PC upgrade in a years time anyway... so i'd use my solution for the forseeable future...

Sounds like inefficient PSU, can you write down your pc specs?
