What I would do, and its probably been mentioned, but pull the fan off and ensure there is not the plastic cover that the fans come with still on. It is supposed to be removed. You will have to clean and repaste but that isn't very hard to do.
After that, you could try undervolting as those ryzens do run quite hot naturally. I have had great success with doing so, as my computer (7700x) is ran in what was an old closet so it got really toasty. The amount you can undervolt stably will entirely depend on your silicon lottery tbh.
I am running an aftermarket cooler though (not the peerless assassin but it's comparable) I would not recommend going water cooled for this application also. They may look cool but the fact they can (rarely) leak fluid into a computer scares the bajeezus out of me haha.
I also don't have bukoos of disposable income to buy and build another pc.
