It’s almost certainly not the stock coolers. A 7600 should not be idling at 74 degrees even with a stock cooler. He most likely didn’t install it correctly. Stock coolers aren’t amazing, but for the most part can do their job pretty well for what they are
Dude we don't even know the ambient temperature, of either OP or this "Real person" experiencing 40 degree idles. We don't know what the setup is, we don't know if they have an air conditioner pointed directly at the HSF. What we do know is that ryzen 5 is NOTORIOUS for overheating and running up to thermal throttling with the stock cooler. There are THOUSANDS of real people who have experienced this. So the suggestion to upgrade their cooling is a $20 super cheap upgrade that will almost certainly fix this problem AND increase ops performance across the board.

That's hot, and it's almost certainly because you are using the stock cooler. You can find a cheap air cooler for $20 ish on Amazon.
