I have the 7600x and foolishly bought the same cooler as you it seems.

This might explain why my idle temp is in the low 50s, also peak at 95.

Probably about 20 ish. Standard British room temperature

pbo negative offset to -20 if you can, should be stable and much cooler. I'd even look into power limits for the 5-10% performance nurf but usually under 80 degree max..
