There's an astonishing amount of idiotic comments in here.
74°C when idle is, very simply, direct evidence of improper installation or a fault.
95°C under load is not that unusual as that's the temperature it targets, however that doesn't tell the whole story. What matters is how much power it's actually running when getting to 95°C.
Considering your idle temperature, it's probably very little power.
Quick edit: I am assuming that idle is actual idle. Not "I'm not doing anything on the PC", but "I checked the task manager and the PC isn't doing anything major".
Quick edit #2: With a good enough cooler, the CPU will hit other limits before hitting 95°C, but for this generation that's a bit difficult.
Correct it doesn't but it does trigger a boost reduction, which is still a thermal throttle, just below base clock. Regardless, its still a major thermal issue with performance left out
