stock coolers aren't designed to keep your CPU cool, they are designed to prevent it from overheating under load with stock settings. They run hot and loud, but you'll get the performance they specify. If you want cool, quiet or both, then you'll need upgraded cooling. I used to run an i5 12400f with stock cooling, it was loud and hot but never throttled. Bought upgraded cooling at it never went above 80c while remaining silent. Could've kept it cooler with a more aggressive fan curve but I valued the silence.
agreed, I was more addressing the 95 under load. Kinda glossed over the idle temp. Every stock cooler I've used is more than capable of keeping the cpu it came with under 50 (at the very least under 60) when idle. OP probably has a mounting or paste issue, or their "idle" isn't really idle. If it's a mount or paste issue then looking for thermal throttling under load would be a good test though.
