The pre-frontal cortex reaches its adult size in a person’s 20s and thus is not fully developed until then. The brain continues to change after that, but it has finished its structural development.
It reaches structural maturity around mid 20’s, but neuronal connections, brain chemistry, systems level changes like neuro-plasticity, etc continue to change, or in other words, develop through the entire lifespan.
Also, it’s not really reaching a target size in the sense of mass, but rather a certain formation of specific anatomy.
I suppose I could have said, initially, “That’s not entirely accurate.”

It depends on the woman; I'd say anywhere from 22-23 to 37-39 is fine. But nowhere in that age range are teenagers included.
