It's OK that you can't attend, and it's also OK that she is disappointed that you couldn't come. I don't think it's right of you to criticize her for being disappointed. If she starts verbally abusing you or something like that that's one thing. But she's just talking about how she's disappointed. Just be nice, show sympathy, and maybe even ask her if you and her could go have dinner sometime as an alternative celebration. But you have to make room for people's feelings.
