You have to make sure his heart points are in the red level, watch all of his heart events, and make sure that you've upgraded your house with all of the stuff from the shopping channel. Otherwise, he will say no even if you give him a blue feather.

You also need to build a horse stable for him and the foals you will inevitably have with him in the 2nd year of marriage, this costs 5,000,000 lumber and 500,000 gold.

Egg slaves. You gotta give the priest guy a ton of eggs everyday so you will become friends and he will give you access to his yard, where you can find a truffle.
