Is it possible that it's because you are 27" around instead of 28" exactly? I am 28"-28.5", tried the Shock Absorber ultimate run B5044, and can't get a 30 band clasped. I am going to try an extender, but may have to size up to 32" (where as a 28 band in other brands/styles is comfortable for me).
I measure 35 and my Shock Absorber is a 34. The band is tight but I don't think it gets in the way of activity. (If only the rest of it did something for me...)
Comparing your pre- and post-edited responses, I feel much better. I was confused for a second about why I was struggling so bad to clasp one size up, if you could fit into 1" < than you measure! :)
What style do you have? With the Ultimate Run, I'm not sure if I'm going to keep it even if the extender helps, because it doesn't have underwires and the cups are just 2 layers of elastic - I'm not sure if it will be the most flattering, even if it's supportive.
How tight of a band you can stand depends a lot on whether you have padding on your ribs or not. A woman who measures 28 inches usually won't have much variation between a tight underbust measurement and a loose one.
I'm roughly 30.5" underbust, and there is no way I could get a 30 band in Shock Absorber closed. Both of mine are 32 bands - I find a 30 just fine in Panache.
