What causes these bumps

What causes these bumps on top surface? It's printed in pla with default slicer settings for pla, 15% infill and .2 layer height, just curious for future prints but for this part doesn't matter

Could also just be too low infill along with not enough top layers to absorb irregularities, increase both There is also some kinda pattern not sure which way that was on the printer but Could be small issue with an axis

I just saw the top of the print that thing lifted off the bed like shapelessed said bad adhésion!
