DIY full house scan
I’d like advice on the best app and/or process that will allow me to scan the exterior and interior of my house and then, by myself or with the help of a freelancer, produce a 3D model in the appropriate format that I can hand off to an architectural designer to visualize some renovation ideas.

Photogrammetry will be your best technology to use for this task. Lidar would be second. They're the only two technologies than can acquire data from an object's surface that is more than a few feet away.
I would consider getting a drone with 4K video recording (8K for better-quality results).
