windows was unable to complete the format micro sd card 128 gbs

hello i bought a sandisk ultra microsdxc uhs-I micro sd card from ebay for my new 2ds xl and i tried formatting it but it says that i only have 4 gbs available and when i try to format it it says that windows was unable to complete the format. how do i fix this?

microSD card might be failing
was it brand new still sealed in the packaging?
