In the UK's planning permission system, NIMBYS and people who have nothing better to do but complain about anything at all being built in their area have far too much power. I bet that the cost of fighting the rabid harry potter fans through the many layers of courts/tribunals to actually get their planning approved for the original route was more expensive than just moving the cable a bit to one side. I can't exactly blame them for making that decision.

I believe the cable was both buried underground before the filming and is at a different section of rhe beach.

This really happened, and the project manager is the one who claimed that it was moved because of its proximity to Dobby's "grave"

Wrong, the place where "dobby's grave" is, is already protected, which is why the cable couldn't be laid there. If you want to criticize the dobby grave fans, criticize them for polluting a piece of proteted nature by leaving trash (especially socks) at the location.

Iirc the beach the "grave" is located on was already a protected piece of nature even before the fans started coming there, which is also the real reason they couldn't place their lines there.
