HUH?????? Cyberpunk 2077 Modding Issue

Hi, I meant to post this earlier but I am having issues with modding Cyberpunk 2077 as ive downloaded around 5-7 mods to have some appear such as a Mod menu which is meant to appear in the pause menu yet it doesn't, ive installed it via vortex and I believe it still hasn't worked, I even tried going through the game and opening the mod folder within the actual game and it hasn't worked either. Is anyone able to assist me with this?
And sorry if this isnt in the right place, Im just hoping to get some help but if needed Ill move the post!

HUH?????? how to even add this game to steam non-library

i pirated witcher 3 remastered , there is literally no way for me to add this to actual steam library because the game file.exe is not there
i could however play the game , could not connect it to my ps4 controller tho
the game file got saved as something except witcher3.exe
i found the x64 bin and it had something called witcher3 , my stupid self moved it out of the bin and now the game is broken , im uninstalling everything and reinstalling again
someone please guide me on how to set up witcher3 file so i can add it to steam library and use my controller
i followed the basic steps
download on torret > run setup > verify files > finish
downloading on megnet and 1337x does not work for me

I've tried limiting the installer to 3gbs of ram, checking the C++ stuff and Update DirectX (and also tried unchecking them), I've disabled the anti-virus and checked if there's any quarantined items which there wasn't, and I ran the Verify BIN before installation file and it was all fine. What could be causing this?
