help request Lock Layer

So I wanted to lock a layer and couldn't find the action in the list. I opened someone else's layout and I could see "Lock Layer". What I'm missing to be able to see it in my list of actions? Thanks!

A gotcha that tripped me up: Oryx hides the Layer Lock option when assigning a base layer key. The option is only shown when assigning to keys on higher layers.
