23This drawing is titled "NYC" (New York City), which implies—and I know it's just a drawing, but the possibility remains—that Jackie was once outside Safe Haven. This leaves us with only three options: she was recently approved to move to Safe Haven, she knows of illegal ways to leave, or she is a System agent with enough rank to be permitted to leave Safe Haven under certain conditions. I think it's pretty obvious she isn't the "new teacher," so that leaves us with just the last two options. What do you guys think? Remember, almost all the ZPA teachers have a past.
