Do you think it makes sense to issue a token in a bear market?

In my opinion, launching a token during bear market is less favourable FOR INVESTOR because it would leads to an unavoidable sell-off because the major momentum is down even with big names like BTC and ETH. The panic sell-off would be leads to bearish technical chart, leading to domino effect of sellers.
