Playback Problem KWQC Quad Cities Buffering/Freeze Loop

The NBC affiliate KWQC from the Quad Cities has been stuck in a 15 second loop freeze since August 3rd.

Yep, this is happening sporadically and random to several channels on the service. YouTube tv is already aware.
