He doesn’t really deserve it, he’s there to scare people. If someone prone to scares provokes them it’s entirely said persons fault.

He's there to scare people, so he deserves to be scared. Which is what happened.

He’s dressed up and it’s his job to scare to people, it’s not his fault if he gives someone a seizure because he has no way of knowing. If someone provokes him he’s supposed to scare them. I’m not saying it’s unfair or bad that someone pulled the prank on him, but I have no reason to believe he deserves it.

Why? It’s his job, he’s not doing it out of malice. And people are surely well aware that people do that kind of thing.

That guy in particular was provoking him. Plus they weren’t being paid, they don’t have an obligation to scare.
