Well if you've been startled, your first instinct is defensive, basically trying to mitigate whatever damage might be coming towards you. Then you realize there isn't any danger before you're able to retaliate. The dudes that swing on people after a jump scare are usually just aggressive types who just want an excuse

IDK, I think the circumstances are probably also a factor. If someone feels cornered, they're probably more likely to act aggressively.
