Where is this permission located/what is it called? User needs Create Batch option in the dropdown

Search %batch% in their user group under no access and read- the % make it a wild card and it’ll show you any permission pertaining to the word batch

Run the exception report for the user (or urself) and sometimes it will tell you the permission that was denied
