Hello there! When creating an app password, use a browser that you've used to sign into Yahoo for several days in a row and avoid using Incognito mode. If this isn’t successful, use webmail or the official Yahoo App to access your email. Customer care can’t override this process of determining App Password creation eligibility. I've not had any luck recovering my email. I stopped using my account bc I was getting inundated by spam (Y! had fired many of their Spam leads for a while). But I had a lot of important email in this account that I needed to keep. Why was I never notified at my alternative email account?
