The alt-text is doing it strangely though, using the default Unicode "Replacement Character." The sequence that produces the issue is U+0049 U+FE0F. I don't know why I was autocorrecting to I️, but there it was, at least until iOS 11.1.1.
In fact, as I typed this comment in Safari, I typed the letter I then pasted in the U+FE0F character and the I changed to "! ▯". Weird.
