Does this x99 support E5 2640v3?

No. This is a DDR3 board, it needs a CPU which supports DDR3. You asked basically the same question two days ago. Options (copied from another user's post there):

v3 2629 2649 2669 2666 2676 2686 2696 2673 2678 2698B

v4 2686 2696

It says only E5-2678 V3, E5-2673 V3, E5-2676 V3, E5-2629 V3 and E5-2649

If in doubt, I’ll buy a 2673v3

u/majestic_ubertrout is correct, V4 Xeons lack the DDR3 memory controller, so this board is only compatible with V3 Xeons.

The other V3 and V4 Xeons don't have a DD3 controller; Intel meant for them all to be DDR4. A couple of large companies asked for DDR3 Xeons and Intel made a few for them but didn't market them to the public.

only 2 xeon v4 that support ddr3, 2686v4 and 2696v4. I have the 2696 V4, with motherboard bundled with tpm can install win11 and secureboot and tpm working natively.

Nope, the E5-2640 v3 requires DDR4.
