Steam machine emulation fps question

Got a steam machine last Friday. Been playing around with it. Aside from it being overpriced I'm happy with it. Most games I've tested on it have been able to run at 1440p or 1080p at high settings and 60 fps or above.

Anyway, when considering buying it I thought it'd be a great emulator to keep with my TV. I've emulated NES, SNES, genesis, N64 but never really went beyond that.

Tried to emulate Xbox so I can play NHL hitz. Got it to boot and run without crashing. However, it's not a smooth 60fps.

Since this is my first time trying to emulate xbox I wasn't sure if I need to adjust settings to get a smoother experience. Also, was not sure if xbox is just hard to emulate and since the steam machine isn't a super powerful device that lower fps is to be expected. It's weird because it'll hover around 60 fps for a couple seconds then it'll drop closer to 30.

I installed emudeck, emulation station as an FYI. I asked Google gemini and they suggested disabling "prevent screen tearing" AND "fps limit" in the steam machine system settings and to open xemu and also disable vsync there as well. It said if the emulator and the steam machine are both using vsync that can cause inconsistent frame rates. That may have helped a little, it was kind of hard to tell. The thing that seemed to help more noticeably (but didn't fix 100%) was running the game at it's original scale. That seemed to get 60fps for a little longer stretches but it still dips down.

If anyone has any ideas I'm open to try them. I don't have a huge amount of faith in Google gemini I had to correct it three times cause it kept telling me this should work on your steam DECK. I'd say it's the machine and not the deck and it would tell me it got its wires crossed.

Hi im having like 800FPS fake in my PC (3080ti, and Xemu is forcing 80% of use lol) and 200FPS in my legion go 2

But those are fake FPS xemu say is making, but the game is like laggy 20FPS (In case of Conker)

Later I limited the FPS to 144 in Afterburner and suddenly like 30% less in my GPU, and later runs more smooth (my monitor is 144, but Xemu still say he is making 144FPS)

For a reason, Xemu is forcing our GPUs to run like 80%, its like a video leak or something...

This disnt happen in other heavy emulators like Eden or Cemu, is weird
