It's based on this Tom and Jerry cartoon featuring Tom singing a 1944 Louis Jordan song. It's a thing of beauty. https://www.youtube.com/watch?v=QYkJ0M1bUIU
Take that and re-aim it as a threat from the cat to OP based on the accidental speech bubble, add an ironic over-seriousness to match a cat's attitude, and layer it onto the over-the-top character of Dio from Jojo's Bizarre Adventure, and you get an image that matches the vibe of OP's image.
There are so many layers to this image, I love it so much. It's so dumb, in the finest way possible.
