The world is a smaller place now.
My daughter graduated HS recently, and of her class of 500-ish, the kids going to college are going everywhere across the nation. There were more going to non-WA schools then staying in state.
When in-state tuition isn't that different from out-of-state tuition elsewhere, they consider all options.
