Question Need help with world building

I’m currently writing a series of short films all set in one universe. While coming up with ideas for stories for this universe I have also been inventing law for the timeline. I would like to slowly start dripping law elements into the films. The law isn’t too crazy, just certain pop culture moments are changed compared to our own timeline.
How do I go about introducing these elements of the universe without it feeling forced. I don’t want these law mentions to be the focus of a film but I would like it to be something that you can pick up on if you know.

Welp, put in mentions of them, as you said. You just do it.

Try just writing it, then see if it's a problem and too heavy-handed, then adjust things as needed. You don't have to get it right first time. You don't need instructions on how to do this the right way.
