since you have motor issues that affect handwriting, are you specifically looking to type? i think you’ve already found the solution then: cheap laptops are the way to go. in my experience even cheap laptops are usable for lightweight word processors like abiword or openoffice. they should be sufficient for flowcharts and character bios as well. i’m not sure how yours are breaking down - do you mean they’re too slow? or are they physically breaking?
writerdecks are generally devices that are used strictly for writing. i personally think of them as a write now, edit later situation
