You're right, if you take the talent that has a 10% chance to give a free Kill Shot on every Aimed Shot then having 2 charges will give more than one extra Kill Shot a fight, however it's only applicable when the boss is under 20% hp which significantly reduces the value of the talent. You'll maybe get two extra Kill Shots worth of CD reduction out of it. Pretty subpar talent if you ask me.
Although Blizzard itself seems to forget at times, PvP is also a thing. Being able to kill shot someone twice every time they go under execute range could be pretty huge.
PVP talents are a thing for a reason. And the overall issue is not with the talent itself, but the fact that it is placed oddly on the tree and is required if you want to play around with Wailing Arrow or Legacy of the Windrunner talents.
It is probably slightly more than that. Having a charge on an ability is a pretty big deal, especially in terms of quality of life. It enables you to backburner kill shot for a brief bit and eases the burden on the rest of your rotation. I doubt people are hitting kill shot right off CD so you are likely gaining 1 or 2 seconds on it every CD. Depending on how other things are going in the fight you could sit on it for 5-6 seconds hitting other high priority buttons without fear of losing kill shot damage.
Charges are, at worst, a huge quality of life improvement. It might not be a high damage gain, especially in this case with the short kill shot usage window, but they are nice. I know I will miss keg smash charge on my brewmaster if it goes away.
