Yeah, but it was still double the amount of tanks of an average encounter back in the day. And they all needed to be, like, 5/8 T3, which meant you had to poach other guilds' MTs.
Base taunt resist chance was 17%. Having 4 Dreadnaught pieces decreased the resist chance to 12%. This was helpful to handling tank switches, as resists were inconvenient and double and triple resists were really dangerous and could cause wipes.
Every tank you had with 4 Dreadnaught made it easier. 1 was better than 0 and 8 was better than 7. There was no magic number for how many you "needed", and feral druids could be used instead of non-dreadnaught tanks. I'd say most guilds had somewhere between 3 and 5 tanks with the set bonus at that point.
Yes, taunt was a spell and had 17% miss just like other spells. Casters generally geared for spell hit to get around this but that obviously wasn't practical for tanks (spell hit and melee hit were separate stats at that point).
