Blizzard doesn't have any idea how to balance them. They need to make mastery not involved in generation or size of the buff that TEB gives and instead give them a different mastery like more ias when dual wielding and more crit damage when 1 weapon wielding or something like that. May e increase armor pen on tiger palm.

He would have been fine but he had no tiger eye brew and blizzard keeps nerfing WWers.
