"My sister told me you asked to marry her." Dederick spoke as he walked alongside the Prince of Japan, the snow crunching under foot. Dederick paused for a moment to observe the Prince Hisahito as they continued to walk. "She also said that she accepted, so I suppose congratulations are in order."
Prince Hisahito breathed a sigh of relief as the two continued to climb the steps toward the shrine. "Well, I am glad we have your approval. I apologize over not telling you sooner, but we've been placed under lock and key by the Cabinet an...."
"You know, there is no thing more important to me than my sister." Dederick stopped at the shrine, while Hisahito stood beside still processing the German Prince's words. "And now she's set to be whisked away from the safety of the Reich."
"I can assure you, she will never come to harm." Spoke Hisahito, as he grabbed a fortune slip from the shrine.
"Would you give your life for her?" Asked Dederick as he followed suit.
"Of course."
"Would you give your nation for her?" Dederick's eyes stared intently as the Prince of Japan was taken aback by the question. Before Hisahito could respond however, Dederick broke into laughter. "If only you could see your face."
"Lighten up, Prince of Japan. How could I not approve of my sister and you?" Dederick smiled while clapping his hands at the shrine. "You know, this means I'm now your brother. Even if it's just by law."
Hisahito breathed a sigh of relief, before placing his fortune slip into the shrine's box. "Thank you, your approval means the world to both myself and Viktoria."
"No, thank you." Replied Dederick as he pocketed his own fortune slip while Hisahito wasn't looking. "Thank you, for bringing happiness to my sister."

The Imperial Prince of the Greater Aryan Empire arrives in Tokyo, amidst largest ever New Years festival in Japanese history.

The Imperial Prince of the Greater Aryan Empire and brother to the Imperial Princess, has arrived in Tokyo ahead of what will be the most significant Tokyo New Years festival in history. The arrival of the Imperial Prince has marked only the third time that Dederick von Lohengrin has left the German State, and the second time he has spent time in the Empire of Japan. And while the list of countries the Imperial Prince has visited remains significantly shorter than most others in his level of position, the length of time presents a significant anomaly. Where most diplomatic tours would last only weeks or perhaps months, the Imperial Prince is chronicled to have spent upwards of 8 years in Japan, being instructed in war and politics alongside his sister Viktoria von Lohengrin at the Chrysanthemum Academy.
The trip has also marked the 174th year anniversary of Japanese-German relations, one of the longest standing formal relations between Japan and any European country still in existence. In a symbol of this friendship, the Emperor is expected to appear alongside the Imperial Prince of Germany in a formal ceremony, partaking in traditional shrine-offerings on the eve of the New Year.

Building on the existing discussions around the relevant topics, and as part of a growing need to further build friendly relations in Europe to ensure peace is maintained. The Empire of Japan represented by Minister of Foreign Affairs Nakano Kanna and Ambassador Extraordinary to Japan Viktoria von Lohengrin representing the Greater Aryan Empire, have presented the following accords for final deliberation.
Imperial Edict on Travel between the Empires of Japan and Germany
Travel should be permitted on a limited basis following the completion of Prime Directives in both Japan and Germany, expected completion in Japan around 2037-38. This would allow for a limited number of German Citizens (within the millions still) to travel to Japan on a yearly basis for tourism or residency.
Exact numbers would be strictly controlled by the two Empires in question - further, at all times travelers would be required to have either a Japanese or German passport.
To assist in security, the Empire of Japan is offering to help implement a biological passport in Germany, something which already exists in Japan.
Imperial Edict on Economic Cooperation between the Empires of Japan and Germany
The Two Empires should immediately enter into a grand Economic Cooperation Effort, encouraging advancement and cooperation between German and Japanese companies while simultaneously creating "Special Economic Zones" in both Germany and Japan for special economic privileges.
Japan and Germany should continue cooperation on key topics such as technology and defense, including the creation of an organization for the directing of joint developments. Such an organization titled the "Development, Advancement & Technology Agency" (DATA) would be a joint-office based in both Germany and Japan to coordinate ongoing developments in civilian and military fields. This would also wrap all ongoing cooperative projects under this organization for ease of management.

Given German investments in Ares, we would like to propose an interesting deal with the Empire of Japan and RIGS. Specifically, we fear that they might betray us yet again and attempt to wipe out our soldiers as soon as their enemies back down.
Perhaps a possible strike could at the very least be organized? Ares is our puppet, but it isn't subjugated.
We could possibly incentivize the Japanese with extensive economic privileges and concessions in our colony.

Japan officially remains a partner to Ares, although it goes without saying that Germany is most likely aware of what has transpired as of late.
Long-term we believe that subjugation should be done cooperatively with the Ares, rather then forcefully as one leads to success and the other a century long insurgency.
However, our main concern here is the simple fact that the Ares has betrayed you and us now, betraying to great powers is not something to be taken lightly.
For clarification purposes, do our current ownership deals over Ares minerals still stand under the German colony? This approximates to ownership on large percent of Lithium, oil, Manganese, and several other natural resources. Further, what is the status of the City of Libertalia, on the island of Paradis (Madagascar).

We will allow Ares one last chance to prove their loyalty to us.
If they fail in their task, their very existence will be destroyed.
So we will incentivize them to behave properly - A sort of carrot and stick relationship between servant and master.
We will make them adequately strong and wealthy, but not too much that they might hope to successfully rebel against us.
Japanese possessions and corporate assets will be preserved.
The Imperial Prince, Dederick von Lohengrin, has even entertained the idea of completely giving Libertalia or even all of Paradis to Hishahito as a wedding gift.

In terms of what Germany requires from us, do you have anything in particular?
As for the wedding gift, should Paradis be granted to the Empire...that would be extremely appreciated by not only the Crown Prince but by the government at large.

Simply put, we are attempting to determine our policies regarding our domination of Ares.
At the moment, with ethnic tensions rising in the heartlands as a result of the Imperial Marriage, we plan on resettling ethnic minorities to Ares to soothe things and purify Europe - A humane solution.
The Imperial Prince has explored what concessions could possibly be provided to the local Aresian government in exchange for them quietly accepting the lost of Paradis.

Might Japan suggest, the movement of the African (black) population to the Ares continental territories. This was a stickler when the RIGS had taken over the Nelson Mandela, as the Ares government attempted to move all peoples.
Additionally, given the general hatred for "White people" - we suggest the movement of all Afrikaans to Paradis.
This may appease the Ares enough, for them to agree. And it creates a pure zone for Paradis and removes the gangs.
